Good strategy should take into account the functional aspects of the business and provide guidance to each function about how to achieve alignment with the strategy. The strategic plan should have a section for each function. Functional plans should build on the strategic guidance and explain what resources they need and how they will be deployed. Why does this happen so rarely? Why do functions pursue their own agendas? Why don’t CEOs give functions more guidance? Is this a problem in your company?
